It is a fixed-type aviation tool used for flight planning to measure distances and determine true courses (headings) on sectional and WAC aeronautical charts. It includes a laminated plotter with dual scales (statute and nautical miles) and a fixed protractor for plotting routes, measuring distances, and finding, bearing lines.
