Installed in a rack for a touring artist, when the rig was overhauled. One of Canada's leading rig builders installed them. They just weren't what was needed in this rig. Technically speaking, they're brand new. The scuffs you see are simply from a few scrapes as they were being mounted in an extremely tight space in the rig. Power supplies are not included, which is why they're priced the way they are. It's a very standard power supply that can be sourced at any electronics store, or on amazon for under $20.
