I am definitely not an expert on what this is or what it is used for. The testing that I did on this unit was plug it in and turn it on. When I mess with the dials the needle moves. Beyond that I am not really sure what else to do. When you turn the unit on a small light comes on at the top of the dial. The cord is in good condition. Everything looks like it is in nice shape.
