I believe this would have been paired with a pressure testing instrument or recorder and lowered to the bottom of a well. This one has been taken apart so the precision clock can be seen. Looks like clock jewels on each side of the gears. This is likely beyond being useful and I have no idea if it works or how to wind it. There are three very similar instruments listed on eBay from $450 to $800.
