According to the prior owner, this hat device belonged to her neighbor and friend who had just started as a female officer with the Norfolk Police Department when the two became neighbors in the mid-1970s. This shield bears a blue enamel SERGEANT rank bar beneath a stamped Virginia State Shield bearing the sic semper tyrannis scene. Made of cast brass by Goldmark Specialty Company, Norfolk, Virginia. This shield has a threaded post on the back side, not a barrel pin, so this was likely a hat device. A nice addition to your obsolete law enforcement memorabilia collection!
