I use red dye testing cones that work well isolating the pipes, but there is always the grate that covers the overflow pipe or vacuum port. The problem is these grates are so fragile I hardly ever get one loose without breaking it, also these pipes are a common source of leaks and they HAVE to be tested; A buried overflow pipe can be a common source of leaks, and the vacuum lines also. So this tool solves 2 problems- It locks on the grate with a tight seal so the clear tube can be dye tested. Second, it acts as a grate removal tool if you want the spin the grate loose.
