There is a nut that was in case in plastic and now the plastic is breaking around it as you can see in the photos. If you do not over tighten it it will not cause further damage and will still stabilize the camera but if you over tighten it you risk breaking it to where it would need repair to be able to stabilize a camera. As is it could use some sort of repair I would fix a piece of plastic to it or throw metal tape around it but it could probably be replaced as well but due to the age I would just try to make it work as is.
