This is a standard Thorlabs PM400 optical power/energy meter fitted with custom software and a position-sensing diode for measuring the location of a laser beam. The light detecting area is about 17.6 x 17.6mm. Ideal for bore-sighting, measuring the optical runout of a lens, or other measurements involving beam deviation or centration. USB cable included for charging. Not sure if Thorlabs offers an app for this. Powers up, display works, internal battery charged, but I don't have a suitable laser to test the position-sensing.
