This is a brass fixture to attach an upright pipe rail to a fire engine or boat. It bolts to a wall on one side then accommodates a threaded metal pipe upright. I believe it came off an early fire engine possibly American La France. I have blasted the old red paint off so it is ready for the color of your choice. I am including a couple pics of how it attaches to a pipe.
