Turns and spins freely. Cobalt blue bowl is one and three-quarter inches tall. And three and three-quarter inch diameter. Bowl does have a chunk of glass broke on top as shown in photos when removed from stand. not real noticeable when in stand. Base is starting to pit around the edges. Nice piece with a nice patina
