Interesting pair of what originally were double-buckle top combat boots, but had the 4” leather gaiter at the top removed. The long tongue however, was not cut back. I have seen photos of U.S. Navy Seabees (Naval Construction Battalions or NCB) wearing boots modified in this manner.
