In the 18th & 19th centuries women would use a "penny" (much larger than modern pennies) as a template to trace and cut out circles of useable wool fabric from worn out clothing, blankets, etc. They then sewed the circles together to make "rugs" (anything that lay on a flat surface was called a rug).
