It's like a tank. You will need to provide your own sks core if you want to lock it, but it can still be used fine if you aren't worried about locking it. Comes with the back tire plastic locking strap as well. It will fit round and square bars. It will NOT fit on factory or aero bars that are long ovals or look like a plane wing.
